About Plan-Quest...

Plan-Quest is a service of JPS Solutions, LLC.

JPS Solutions raises money and improves program outcomes for educational institutions, nonprofit organizations and private sector companies through grant development, legal/regulatory compliance and strategic positioning. JPS Solutions specializes in helping educational institutions maximize funding and program effectiveness under the No Child Left Behind (NCLB) Act. JPS Solutions also helps private sector companies enhance revenues through partnerships with educational institutions.

JPS Solutions also helps clients apply successfully for state, federal and private foundation funding. The JPS Solutions plan development team has more than 75 years combined experience. Since November 2001, they have supported the completion of more than 20 comprehensive plans. They have secured more than $30 million in educational funding through grant writing. JPS Solutions' operates offices in Hyde Park, New York, Cambridge, Massachusetts and Washington DC.

Frank San Felice
Frank San Felice

 

Frank San Felice has over 35 years experience in education. He has assisted community groups in the design and development of charter school applications and has worked with charter schools in their renewal process. Frank was instrumental in the development of several successful Community Technology Center grant proposals, was a primary developer of two successful federal PT3 Grants awarded to major universities and has co-developed a number of successful federal and state grant proposals for school districts and not-for-profit organizations. He has served as an evaluator of several federal grants awarded to not-for-profits and school districts and has provided consultative services to schools on a broad range of educational and administrative topics. He has collaborated in the design and development of PlanQuest™ and GrantQuest™.

For 12 years, Frank served as the Assistant Superintendent for Instructional Services for a New York State Board of Cooperative Educational Services (BOCES). He has been a social studies teacher, academic department chairperson, middle school administrator and special project director. While at BOCES, he was the primary architect and lead administrator for numerous competitive projects funded by state and federal grant programs as well as by NYNEX/Bell Atlantic and IBM. He has designed and coordinated numerous professional development projects as well as local and statewide educational conferences. He was instrumental in the design, development, implementation and operation of one of the first fiber-optic, distance learning networks in New York State.

Frank is currently President of the Dutchess County YMCA.


Wayne Jones

Wayne D. Jones

Wayne D. Jones specializes in grantwriting, strategic planning and program evaluation. Since 1995, he has secured more than $22 million in grants and government contracts for schools, school districts and educational not-for-profit organizations. He has written successful proposals that support curriculum development, charter school development, school safety, professional development, bilingual education, parent involvement and after school programs. He also wrote a proposal that secured a $1 million facilities development grant for a New York charter school. He wrote proposals that won grants from the U.S. Department of Education, the U.S. Department of Justice, the U.S. Department of Health & Human Services, the New York State Education Department, the National Science Foundation, the Verizon Foundation, IBM, Scholastic Books and individual philanthropists.

Wayne advised the U.S. Department of Education regarding grant proposals and statewide Goals 2000 and Technology Plans. He wrote successful grant proposals for numerous not-for-profit clients including the Orange-Ulster Board of Cooperative Educational Services (NY), the New York State Charter Schools Association and Literacy Volunteers of America. He raised millions of dollars for school districts and charter schools in New York, New Jersey, California, Connecticut, Illinois, Minnesota and Texas.

In 2003, Wayne helped 15 faith-based and community-based organizations in Buffalo, NY become state-approved Supplemental Educational Services providers. He is now working with these providers to create effective academic services, and he is helping additional faith-based and community-based organizations become Supplemental Educational Services providers.

A graduate of Northwestern University and Yale Law School, Mr. Jones has more than 18 years experience in helping organizations and individuals establish goals, develop strategies and raise funds. From 1990 through 1994, he was Vice President of a political consulting firm that advised the campaigns of national elected officials—including U.S. Senator Joseph Lieberman (D-CT), U.S. Representative Charles Rangel (D-NY) and California Governor Gray Davis. He has also worked with the offices of U.S. Representative Phil Crane (R-IL) and former U.S. Representative Rick Lazio (R-NY) to support educational initiatives.



Dr. Arthur Pritchard

Dr. Arthur H. Pritchard has more than 35 years experience in nonprofit project management, program evaluation and education. He is an expert in strategic planning, team-building, safe school programming and drug and violence prevention. He is also the developer of Plan-Questâ„¢, an integrated online strategic planning resource. Dr. Pritchard taught at the college level for 28 years. During that time, he developed and managed 14 Eisenhower Grant-funded programs for college-school district partnerships.

Dr. Pritchard has assisted universities, school districts and charter schools in the development and evaluation of strategic plans, Comprehensive District Education Plans, professional development plans and grant-funded academic initiatives. He secured two major U.S. Department of Education grants for model drug prevention programs. He co-designed the Dutchess Scholars Program for gifted and talented high school students, and he created the Dutchess Academy for Environmental Science. Dr. Pritchard currently serves as Secretary of the Safe Schools Institute, Inc., and he has developed adventure-based experiential education programs for adults and youths.

Currently, he serves as a member of the Rhinebeck (NY) Central School District Board of Education and is Vice President of the Dutchess County (NY) BOCES Board of Education. Dr. Pritchard has served as Board of Education President for both the Rhinebeck (NY) Central School District and the Hyde Park (NY) Central School District.
